the posting of your Form 470, which begins the competitive bidding process.
Once the Form 470 is filed AT&T is restricted to the role of bidder.

SPIN stands for Service Provider Identification Number.  The AT&T family of companies offers many E-rate eligible services in the categories of Telecommunications, Internet Access, and Internal Connections as well as the Basic Maintenance of those Internal Connections. It is important that you use the appropriate SPIN associated with the products offered for the AT&T Company proving a particular service.

Upon receipt of the Funding Commitment Decision Letter from the Universal Service Administrative Company (USAC) Schools and Libraries Division (SLD), AT&T will send a welcome package and instructions for each AT&T SPIN you identified on your Form 471 application(s) for each Funding Request.

E-Rate disbursements methods are Billed Entity Applicant Reimbursement (BEAR) – Form 472 or Service Provider Invoice (SPI) – Form 474. Click here for details.  

AT&T utilizes discounting variations for the Service Provider Invoice (SPI) discount method for the following SPINs:

  • 143001192 (AT&T Corp.)
  • 143005617 (AT&T Alascom)
  • 143001113 (AT&T Corp ACC Long Distance Corp)

Instructions and SPI options will be included in the welcome package sent to you from AT&T. After completion of your Account Profile (a.k.a. GRID), an email will be sent indicating which discount method applies to each of your accounts.

The California Teleconnect Fund is administered by the California Public Utilities Commission (CPUC).  Information is available on the CPUC website and the  AT&T California Teleconnect Fund Program web site

Also, you may have received a confirmation of receipt and an excel formatted Grid from noreply@asdc.net. You may make changes to your submissions by editing the excel Grid to add or remove accounts, change the eligibility % or modify FRN assignments. Once you’ve completed the changes, please send to the email address for the applicable SPIN (hover over the applicable SPIN for contact information). If you are unable to locate the email, you may use the blank offline Grid template via the following URL?

All modifications where new lines are added or FRN changes must be received 120 days prior to the FRN invoice deadline. AT&T cannot accept your request for discounts via the SPI Method after June 30th for FRN’s with the standard Last Date to Invoice (L.D.T.I.) (Typically: October 28th). If your FRN has an extended L.D.T.I., your request for SPI discounts must be received 120 days prior to the Last Date to Invoice. Any request received after this date will not be processed and the Bear Method must be used.

The following Growth offline template may be submitted to AT&T after products/services are installed. If you have Non Recurring Charge (NRC cap) approved funding, be sure services are installed by the installation deadline for the applicable FRN.

Please call the AT&T Service Center when you do not see an approved location listed on your online Grid.

Depending on the products and services, some AT&T Billing statements will display service Locations for Sub-Accounts, Ports or Circuits. If the information is not displayed, you may contact AT&T via the toll free # listed on your billing statement to request a copy of your Customer Service Record (CSR) and/or obtain access to online reports to view mapping of your account details and service locations and i.e. Business Service Center or Billing Consolidator.

1.) Submit the Form 486 timely to USAC

2) Return your E-rate Customer Profile a.k.a. Grid earlier in the funding year.

3) Once funded, pay your share (non-funded share & full cost of ineligible product and services).

4) Understand the cost related to ineligible products/services/taxes & surcharges appearing on your bill.

5) Pay your bill in full when funding approval is pending with USAC or if you are selecting BEAR as your discount method.

6) If you also receiving State Funding i.e., California Teleconnect Fund (CTF) or Oklahoma Universal Service Fund (OUSF) on the same bill as your E-rate SPI discounts, consider the State program disbursements when determining the payment share for your District or Library.

7) Set up your billing hierarchy in alignment to your Funding. Example 1: If your District or Library has ineligible sub-accounts or circuits, request for separate bills for those ineligible sub-accounts, ports, circuits, cellular telephone numbers. Example 2: If your District or Library request multiple Funding Request Numbers (FRN’s) year over year (non-related to contract expirations), set up your billing hierarchy to align with the FRN’s.

8) If you request for site information to appear on your Customer Service Records, align the naming of those sites with the site descriptions listed on the Form 471 or visa versus. Note: USAC may sometimes reject SPI invoices when there are name variances between the sites appearing on the bill and site names listed on the Form 471 and this may result in non-payment to AT&T & reversal of disbursements to the District or Library.

USAC allows for one (1) extension to the Last Date to Invoice (L D T I). However, the extension must be filed prior to the FRN L D T I expiration date. If no extensions have been granted, you may submit a request for an extension via USAC EPC portal and once approved, timely submit your E-rate Customer Profile (a.k.a Grid) to AT&T. If you’ve paid your bill in full and your District or Library is not also receiving California Teleconnect Fund discounts on the same services as approved for E-rate, you may submit a Form 472 to USAC for disbursements via the BEAR method.

For the best user experience use the current versions of Edge and Chrome browsers to submit your E-rate Customer Profile a.k.a Grid

  • After completing the GRID, LOGOUT out, do NOT just close the window.
  • If the GRID location data is inaccurate, logout and clear all browser cookies.
  • Use an "in private" or "incognito" window to submit GRIDs.
