Mr. Noyes leads a team of professionals focused on realizing long-term gains in business performance, profitable revenue growth and return on invested capital for the firms Public Sector Solutions business unit. Mr. Noyes brings more than a quarter century of corporate finance experience to his position as CFO of AT&T Global Business - Public Sector Solutions, a unit of AT&T that delivers Telecom & IT solutions to the U.S. federal government marketplace. His team of over 50 finance and accounting professionals is responsible for financial planning and analysis, oversight of the control and operational finance environment, investment and cost management, FAR/CAS compliance, as well as related operational metrics. A consummate team player, he has been successful in partnering the combined efforts of the finance and operations teams to achieve the business goals for a diversified services business. Mr. Noyes is the chief financial spokesman for the business unit, and has been instrumental in gaining significant corporate parent support and capital investment to launch new services and modernize internal IT in support of the units growth and profit expansion.

Prior to his current role, Mr. Noyes held positions of increasing responsibility within AT&T, spearheading teams that implemented financial and business processes for several product and service areas, including the launch of a network outsourcing business. As Executive Director, Corporate Strategy and Planning, Mr. Noyes was instrumental in the firms ability to significantly reduce capital expenditures and maintain dividends prior to its merger with SBC in 2005. He drove analysis of the firms consumer long distance harvest strategy, ultimately leading to industry consolidation as SBC and AT&T merged. His work with post merger integration was rewarded with promotion to his current role and relocation to the Washington DC area in 2006. As Executive Director, Business Continuity and Managed Security Services, Mr. Noyes established the financial and business processes of a newly launched business continuity product line, including leadership for pricing policy and business investment rationale. In previous financial management positions within the organization, he has held a wide range of responsibilities, from complex client and vendor negotiations to business case and pricing analysis.

Mr. Noyes received his Master of Science degree in Telecommunications Management from the Stevens Institute of Technology and a Bachelor of Science degree in Business Administration, with a concentration in Accounting, from Rowan University.
