On Tuesday, September 23, 2003, NDR deployed an ECV to Poquoson, Virginia to establish a telephone bank for victims of flooding from Hurricane Isabel. The phone bank was set up in the equipment bay of the Poquoson Fire Department Station 1. The team remained on site until Wednesday evening, September 24, 2003. Over 2000 free calls were provided during the deployment. Three NDR team members were deployed with the ECV.
