Overview:
Executive Summary
With the requirements defined by the Office of Management and Budget (OMB) under its ‘Cloud First’ policy, and a fiscal environment that is driving significant federal spending reductions, agencies have begun to migrate legacy services and systems to cloud-based solutions. By making the operational and application decisions to implement cloud offers, agencies can achieve cost economies, and quickly scale resources as user demand changes due to seasonal activities or the proliferation of technology innovations in mobility devices and applications, web-based services and other IT programs and initiatives. To satisfy end users who expect near instant IT resources, the flexible cloud computing service model is an appealing choice for federal IT managers.
With cloud solutions, agencies can quickly and easily tap computing, storage, software development and network resources or fire up a new application without waiting to purchase, install and provision equipment and software. This service model offloads the capital expense burden from agency budgets and moves it into an agile operational expense service model with the expectation of reducing overall IT spend and service-commitment terms. To help architect a highly scalable and cost effective cloud based solution that can be executed swiftly, look no further that AT&T.

Agencies have access to a “control panel” that allows self-provisioning of virtual machines. Authorized end users select features from a menu of available options and resource sizes such as processor, memory, and storage. In addition, developers may use the cloud computing API to develop customized applications or automate provisioning of virtual machines. Federal agency customers/users can control all provisioning aspects of their virtual machines without involvement by AT&T.
