Fixed Satellite Services (FSS) provide wideband video broadcast transmission and dedicated and reliable satellite-based transmission for agency-specific data networks and mission-critical applications where landline access may be not available. The connection from the satellite earth station to the service delivery point (SDP) is included in this service.

FSS is an optional service in the Universal contract.
