Overview
Created as part of the Federal Telecommunications Act of 1996, E-rate subsidizes the cost of Telecommunications Services, Internet access and Internal Connections. While the Federal Communications Commission (FCC) oversees the fund, the Schools and Libraries Division (SLD) of the Universal Service Administrative Company (USAC) manages the day-to-day operations. The Federal E-rate program allows eligible Schools and Libraries to receive funding of 20-90% for new and existing network and telecommunications services. These discounts are based on the percentage of students eligible to participate in the National School Lunch Program, and the degree to which they maybe considered urban vs. rural.
