MARK SHINE APPOINTED PRESIDENT, INDIA
AT&T COMMUNICATION SERVICES INDIA PVT LTD

HONG KONG, Dec. 28, 2007 — AT&T Inc. (NYSE:T) today announced the appointment of Mark Shine as president, India, for AT&T Communication Services India Pvt. Ltd., with effect retroactive to Oct. 1, 2007. He will relocate from the United States to New Delhi before the end of 2007.

Shine will lead AT&T’s business development and will be appointed to lead subsequent operations in the Indian wireless telecommunications market.  Already the largest wireless company in the U.S., AT&T has the experience and expertise to introduce world-class wireless communications services and products to the Indian telecom market.

“India is a strategic market for our global plans, and AT&T has the commitment to play an important role in the remarkable development taking place,” Shine said. “AT&T has the experience and capability to build state-of-the-art mobile infrastructure and provide Indian customers with the very latest in mobile voice and data communication services to meet surging demand in the country. Wireless is at the heart of everything we do at AT&T and we want it to be the first thing customers think of when they think of AT&T.”

Shine brings to his new role more than 25 years of experience in the telecom industry.  He has worked in a variety of technology and telecommunications enterprises, from startup businesses in emerging technologies to the largest businesses in the industry, including wireless and terrestrial networking. Immediately before his new appointment, Shine was vice president of AT&T Global Sales Operations and was located in Bedminster, N.J. He was responsible for the sales experience for AT&T’s business and enterprise customers and their account teams worldwide.

Shine’s appointment complements the recent announcement of Gopi Gopinath who will be appointed Chairman and CEO of AT&T Global Network Services India and will be based in Bangalore to lead AT&T’s enterprise business in India.

In October 2006, AT&T became the first global telecom operator to secure national long distance and international long distance licenses in India through AT&T Global Network Services India, an AT&T joint venture. AT&T Global Network Services India began commercial services in early 2007 and has the capability of providing AT&T’s global customers who are operating in India with the same standard of communications services that they enjoy from AT&T elsewhere in the world.
